Verified 2026-07-11: the FEDERAL IRA Home Energy Rebates (HOMES + HEAR) are NOT yet available — Washington is at Step 5 (program-operation prep), Guidehouse was selected as administrator 9/2025, and the program awaits DOE approval. Design is ≤150% AMI and not retroactive, with no per-measure amounts published. Separately, Washington runs a state Climate Commitment Act-funded HEAR program (cap-and-trade money, NOT the federal HEAR) that IS active via local administrators. State and utility rebates still stack with each other, but 25C/25D availability changed under the July 2025 OBBBA reconciliation law — confirm current 25C status before relying on any federal-credit stacking claim.
