What's up with Pennsylvania's hydrogen hubs?
Pennsylvania's two federally backed hydrogen projects, announced under the Biden administration in 2023, now appear stalled under the Trump administration. MACH2 (Mid-Atlantic Clean Hydrogen Hub) was meant to produce "green" hydrogen made with clean energy, while ARCH2 (Appalachian Regional Clean Hydrogen Hub) was set to make "blue" hydrogen from fossil fuels paired with carbon capture, centered on the steel industry in western Pennsylvania. Together they carried over $1.6 billion in federal funding and promises of thousands of jobs. ARCH2 has gone quiet, with former partners declining to discuss it, and MACH2 says its funding is technically still active but partners are holding off on investing because of federal budget uncertainty.
The tax credit that made clean hydrogen financially workable survived the administration's cuts to clean-energy programs, but the deadline to qualify shrank from 2032 to the end of 2027 — a timeline experts call unrealistic. Meanwhile, the offshore wind and solar power that green hydrogen depends on have faced their own setbacks, and the Trump administration's move to roll back power-plant emissions rules has undercut much of the original rationale for blue hydrogen. A 2027 budget proposal would cancel unspent clean-hydrogen funding entirely.
None of this involves a home upgrade or rebate you can use directly — hydrogen was never going to heat houses or power cars affordably. But it matters as a sign of how federal clean-energy funding is shifting: several former hydrogen-hub partner companies in the region are now redirecting their efforts toward gas plants and data centers instead.
