The trouble started when a balancing contractor changed a setting that controls how much outside air the unit pulls in during summer, when the system's energy-saving "economizer" mode is off. That change accidentally pushed the unit into a loop engineers call a "recirculating mode death spiral," where the fan pulling return air slows to a crawl while the fan pushing supply air struggles to keep up, so the building's air pressure and cooling both suffer. The same problem happened twice, and the second time it also caused water to back up in the cooling coil rather than draining properly. The root cause turned out to be that the water reaching the cooling coil was too warm, which the facility had misdiagnosed and tried to fix by messing with the air damper instead of the water temperature.
