The NEWSMakers Podcast: PHCC Indiana Brings Pre-Apprentice HVAC Training to Hamilton County Jail

July 8, 2026 · ACHR News · Score: 42

A trade group in Indiana, PHCC Indiana, has started a pilot program at the Hamilton County Jail that teaches inmates the basics of HVAC (heating, ventilation, and air conditioning) work before they're released. The program uses a pre-apprentice curriculum from PHCC Academy, combined with hands-on training, so participants can earn certificates and line up guaranteed job interviews once they finish. Chuck Gillespie of PHCC Indiana and Dan Quinonez of the PHCC Foundation discussed the effort on a recent podcast episode, talking about why trade work fits well with second-chance employment programs and how it might help ease the ongoing shortage of HVAC technicians.

This isn't a program homeowners can sign up for or access directly. It's a workforce initiative aimed at training new technicians and helping former inmates find steady work in the trades after release. The people behind it hope it grows beyond this one jail and becomes a model other counties or states could adopt.

For homeowners, the practical connection is indirect: efforts like this are part of a broader push to bring more people into HVAC careers at a time when finding a qualified technician for installs, repairs, or upgrades can mean a long wait. More technicians entering the field, from whatever training path, could eventually mean more availability when you need someone to service a furnace, install a heat pump, or handle other home heating and cooling work.
