Solar carport + battery to save California county $21 million in energy costs

August 26, 2026 · Solar Power World · Score: 18

Ventura County, California, is finishing a large solar and battery project at its County Government Center. A solar canopy over parking areas will generate 5.8 megawatts of power, paired with a 1.9-megawatt battery to store it. The company building and running the system, ForeFront Power, says the setup will save the county more than $21 million in energy costs over 20 years.

The county isn't paying anything upfront. Instead, it signed a power purchase agreement, or PPA, meaning ForeFront Power owns, builds, and maintains the solar and battery system, and the county buys the electricity it produces at a set, predictable price for two decades. The county had already been buying renewable electricity through a community program, but generating and storing power on-site is expected to be cheaper and also gives it more backup power in case of outages.

This is a public project, not something homeowners can sign up for directly. But it's a real-world example of how solar-plus-battery systems paired with a PPA work: someone else covers the installation cost and upkeep, and the property owner locks in lower, steadier energy bills for years. The same basic arrangement — no upfront cost, fixed long-term pricing — is available to some homeowners through residential solar leases and PPAs, though terms and availability vary by state and provider.
