NYC Council preparing nearly 20 new e-bike laws and restrictions

This one is off topic for home energy upgrades, but here's what happened in case it matters to you as a New York City resident.

New York City Council members have proposed 17 new bills aimed at regulating e-bikes, e-scooters, and other micromobility vehicles, following a rise in crashes involving these vehicles and cars or SUVs. The proposals still need committee hearings and months of debate, with hearings expected to start this fall.

The package includes a ban on selling Class 3 e-bikes (a category currently allowed in the city but capped at 25 mph), new commercial licensing requirements for delivery companies, rules requiring companies to share more rider data and carry added insurance, and stronger penalties for hit-and-run riders. Other bills would step up enforcement against illegal electric mopeds and high-powered vehicles disguised as bicycles, set up a trade-in program for illegal vehicles, and form a task force to study street design changes. Notably, the package does not include a much-debated plan to require license plates and registration for all e-bikes and scooters.

City leaders say the focus is on holding delivery platforms accountable rather than penalizing individual delivery riders, of which the city has roughly 80,000. This is a New York City policy story, not a home energy matter, so it has no bearing on heat pumps, insulation, or rebate programs.
