New study reveals how land use affects solar permitting timelines in California

A new study looks at why big solar farms in California take so long to get approved, and the answer mostly comes down to location. Researchers with The Nature Conservancy and ECOnorthwest studied 15 years of permitting records for 274 large solar projects, mostly in the San Joaquin Valley and West Mojave, an area that already holds nearly half the state's solar capacity.

The clearest finding: projects built on land already changed by human use, like former farmland, move through county permitting much faster than projects on undisturbed open space. Solar projects on developed land took a median of 110 days to approve, versus 338 days on agricultural land and 621 days on open space. Project size and distance to nearby towns, factors often blamed for delays, turned out to matter far less. One twist: farmland enrolled in the Williamson Act, a program that gives landowners tax breaks for keeping land in agriculture or open space, actually faced lower approval odds and about 245 extra days of delay.

This doesn't directly change anything for homeowners' own rooftop or home solar decisions, since it's about permitting for utility-scale solar farms, not household systems. But it does show where California's push for more clean electricity on the grid is likely to run into friction, and where it might move faster, as the state tries to close the gap between how much solar it's building now and how much it needs to meet its 2045 clean electricity goal.
