Misleading Plug-in Hybrid Emissions Figures Risk Cheating Consumers, T&E Warns

October 14, 2026 · CleanTechnica · Score: 18

Plug-in hybrids in Europe are burning a lot more gas than their official ratings suggest, according to a new report from the group Transport & Environment. PHEVs registered in 2024 emitted about six times their official CO2 figures once on the road, up from five times the year before. Official tests claimed an 83% emissions cut compared to gas and hybrid cars, but real-world driving showed only a 14% reduction. Even when running on battery power, the gas engine still kicked in for about a third of the distance driven. The group says this gap costs the average PHEV driver up to €680 a year in extra fuel.

The EU has been adjusting how it calculates PHEV emissions by correcting the "utility factor," the assumption about how much driving happens on electricity alone. An earlier fix in 2025-2026 already pushed automakers like VW to add bigger batteries and longer electric range to keep their official numbers in line. A further correction is due to start in November 2026, but Germany is reportedly pushing to freeze it as part of broader negotiations with France on auto rules. T&E argues that freezing the correction would let real emissions stay underestimated by more than half.

This is a European policy fight, not a US program, so it does not change any rebate or purchase decision for American homeowners. But if you are weighing a plug-in hybrid versus a fully electric vehicle or a conventional hybrid, it is a reminder that official window-sticker mileage and emissions numbers for plug-in hybrids can diverge sharply from what you actually get, especially if you rarely plug in.
