Indiana solar developer supports agriculture after REAP grants wane

In August 2025, the U.S. Department of Agriculture tightened eligibility rules for its Rural Energy for America Program (REAP), which had been giving farms and small businesses cash grants covering half the cost of a solar or wind project. Those grants, boosted by the Inflation Reduction Act, had made solar payback times as short as one to two years for some farms in the Midwest.

Indiana-based installer HSI Solar says the changes have already slowed demand in the agricultural market. The company has helped its customers secure nearly $3.5 million in REAP grants over time and is now working to make sure people who were promised funding still get it as the program winds down. Rather than walking away from farm customers, HSI shifted its approach: instead of mainly explaining solar's benefits to farmers, it is now meeting with groups like the Rural Land Use Council and the Dairy Sustainability Alliance to understand farmers' current concerns, and talking with Indiana's energy secretary and USDA director.

For a homeowner, this is less about a direct program change and more a sign of how federal solar incentives can shift quickly.
