Grid reform bill introduced in Senate

September 30, 2026 · Solar Power World · Score: 51

A bipartisan group of senators has introduced the Bipartisan American Affordability and Jobs Act of 2026, a bill aimed at fixing long-standing problems with the nation's electric grid. The bill's sponsors are Sens. Shelley Moore Capito, Sheldon Whitehouse, Mike Lee, and Martin Heinrich. It would require regions of the country to plan power lines together so they can share electricity when demand spikes, and it would try to make sure the cost of new transmission lines is paid by whoever actually benefits from them, rather than being spread to customers who see no gain.

The bill also targets the slow federal approval process that has held up grid projects for years. It would make the Federal Energy Regulatory Commission (FERC) the lead agency coordinating reviews under environmental and historic preservation laws, and speed up a separate review under the Clean Water Act for lines crossing state borders. Upgrades to existing power line corridors, such as replacing old wires with higher-capacity ones, could move forward without triggering a new federal environmental review. The bill would also require big new electricity users, like large data centers or factories, to pay their fair share of the cost of connecting to the grid, rather than passing that cost on to households.

For homeowners, none of this changes anything right away. But if the bill becomes law, it could eventually mean a more reliable grid and, its backers argue, protection from rising electricity costs tied to new industrial demand and outdated infrastructure.
