Department of Commerce finalizes trade duties on solar imports from India, Indonesia, and Laos

September 11, 2026 · PV Magazine USA · Score: 76

The Department of Commerce has finalized new trade duties on solar cells and panels imported from India, Indonesia, and Laos, after finding that manufacturers there sold products in the U.S. below fair value while receiving government subsidies. The rates are steep: Indian imports face combined duties above 240%, Indonesian imports face rates that can top 260%, and Laos imports face rates as high as roughly 200%, depending on the manufacturer. These charges would stack on top of existing tariffs already in place.

For homeowners, this doesn't change anything immediately. The case still needs a final injury vote from the U.S. International Trade Commission, set for October 14, 2026. If commissioners agree the imports hurt U.S. solar manufacturers, Commerce will issue formal duty orders on November 2, 2026. If not, the case ends and any deposits collected on these imports get refunded.

Solar sourcing has already been shifting away from these three countries toward South Korea, the Philippines, and newer manufacturing hubs in Africa, so the direct impact on panel supply may be limited. Separately, the government has also set minimum import prices for polysilicon, wafers, cells, and modules coming from overseas, which could affect solar equipment costs more broadly going forward. None of this sets a specific price change for homeowners yet, but it's part of a broader pattern of tightening trade rules on imported solar components that could influence panel prices and availability as installers plan future projects.
