China proposes ban on exports of perovskite, tandem solar manufacturing technology

October 16, 2026 · PV Magazine USA · Score: 39

China has proposed new limits on exporting some of its most advanced solar manufacturing technology, including methods for making high-efficiency "tandem" solar cells (cells that stack two light-absorbing layers to squeeze out more power) using a material called perovskite. The proposal, open for public comment until November 15, would block the export of manufacturing know-how for top-tier perovskite and tandem solar cell production, along with advanced processes for making polysilicon, silicon wafers, and other components used in solar panels. A related registration rule for tracking these technology transfers already took effect in mid-October.

This is about manufacturing processes and equipment, not finished solar panels. China says it is not restricting exports of actual solar cells or modules, only the specialized production technology behind the newest, most efficient versions. So panels built with this technology could still be sold abroad, even if the recipe for making them stays in China.

For a homeowner, this does not change what is available to buy right now. Solar panels on the market today, including efficient ones, are not affected. The bigger effect would show up over time: if the rule is adopted, it could slow down other countries' efforts to build factories using China's newest solar technology, which may affect how quickly next-generation, higher-efficiency panels become widely available and how their prices evolve. There is no immediate impact on current rebates, installations, or panel costs.
