ACC Finalizes Repeal of Energy Efficiency Rules

The Arizona Corporation Commission has voted to eliminate the state's Electric Energy Efficiency Standards, ending a rule that required utilities like Arizona Public Service and Tucson Electric Power to offer programs helping customers cut energy use and lower bills. The repeal process began in 2025 and is now final.

If you're a customer of one of these utilities, this matters because those efficiency programs often provided a path to help pay for insulation, appliance upgrades, or other home improvements that lower electric bills. Without the requirement, utilities have less reason to keep funding them. Critics, including the Sierra Club and an economic analysis done for the Commission itself, warn this will likely push electricity use and long-term bills higher, since utilities may instead invest in new power plants, with those costs passed on to ratepayers.

This follows an earlier ACC vote to repeal Arizona's Renewable Energy Standard and Tariff, which had supported solar development in the state. Together, the two rollbacks mean Arizona utilities now face less pressure to invest in either efficiency programs or renewable generation. For Arizona homeowners, this doesn't change anything about your house today, but it may mean fewer or smaller utility-run rebate and efficiency programs going forward, and a higher chance of rate increases over time.
