A new VPP framework can center the energy transition in Illinois around customers: ComEd VP

October 6, 2026 · Utility Dive · Score: 42

If you live in ComEd's territory in northern Illinois and have a home battery, there's a new program worth knowing about. Illinois regulators have approved ComEd's "Scheduled Dispatch" virtual power plant (VPP) program, which lets customers with eligible battery systems share a portion of their stored power with the grid during peak demand periods — the hot summer afternoons when electricity is most expensive and the system is under the most strain. In exchange, participants get performance-based payments.

This is just the start. By the end of 2027, ComEd plans to file a broader VPP framework that goes beyond batteries to include other home technology people already own, like electric vehicles and smart appliances. The idea is that these devices could also be coordinated to ease pressure on the grid during peak times, in exchange for compensation, without utilities needing to build expensive new power plants. Regulators and the utility still need to work out details, including how much to pay participants, how often and how long devices would be called on, and how to avoid overusing any one household's equipment.

For now, if you don't have a battery system, there's nothing to sign up for yet. But if you're considering adding a battery, an EV, or smart appliances, this is a sign that Illinois is building out ways for those devices to earn you money by helping the grid, not just by cutting your own bill. Keep an eye out as the broader framework takes shape over the next couple of years.
